Nuclear Weapons Symposium to Feature UCLA Chancellor Emeritus, SPA Faculty

UCLA Professor and former UCLA Chancellor Albert Carnesale will serve as a panelist for a March 6 and 7 public conference titled, “Nuclear Weapons in a New Century: Facing the Emerging Challenges.” The event, presented by the Ronald W. Burkle Center for International Relations at UCLA, begins at 4 p.m. Tuesday, March 6 and will be hosted by U.S. Army General (Ret.) Wesley Clark and Kal Raustiala, Professor, UCLA School of Law and the UCLA International Institute and Director of the Burkle Center. Keynote speaker is former U.S. Secretary of Defense William Perry. David Sanger of the New York Times will serve as moderator. School of Public Affairs faculty members Amy Zegart and Michael Intriligator, as well as the School's Diplomat-in-Residence, Peter Kovach, will moderate conference panels on March 7.

The second day of the conference will start with a plenary panel discussion titled “Is Proliferation Inevitable? And Do We Need a new Regime to Manage it?” The panel starts at 8:30 a.m. Wednesday, March 7 at UCLA’s Covel Commons. Dr. Carnesale will be part of the panel which will include Tom Schelling of the University of Maryland, George Miller of Livermore Lab, Etel Solingen of UC Irvine, and Shirley Jackson of Rensselaer Polytechnic Institute and former Chairman of the U.S. Nuclear Regulatory Commission (NRC) from 1995-99.

Senior Foreign Service Officer Peter Kovach will moderate the panel on "Regional Threats -- India and Pakistan" from 10:15 to 11:15 a.m.Associate Professor of Public Policy Amy Zegart will moderate a panel on "Nuclear Terrorism: Risks and Realities" from 11:30 a.m. to 12:30 p.m. Michael Intriligator, Professor of Economics, Political Science, and Public Policy Emeritus, will moderate a panel titled, "Unilateral Action: Preemption & Prevention, scheduled from 2:15 to 3:15 p.m.

Albert Carnesale holds professorial appointments in UCLA’s School of Public Affairs and Henry Samueli School of Engineering and Applied Science. His research focuses on issues in international affairs and security and in higher education. Carnesale has represented the United States Government in high-level negotiations on defense and energy issues (including the Strategic Arms Limitation Talks, SALT I), and has consulted regularly for several government agencies and companies. He holds bachelor's and master's degrees in mechanical engineering and a Ph.D. in nuclear engineering, has been awarded three honorary doctorate degrees, and is a fellow of the American Academy of Arts and Sciences and a member of the Council on Foreign Relations.
