    David Booher is a Davis, California based planning and policy consultant. He is also the Senior Policy Advisor for the Center for Collaborative Policy at California State University Sacramento (www.csus.edu/ccp/). He advises the Center on complex public policy collaborative efforts such as the recently completed Statewide Water Plan, strategic direction for the Center’s rapidly growing programs, and the Center’s research program in collaborative planning and policy. David recently organized the Collaborative Planning Academy for California planners in partnership with the California Planning Roundtable. He organized the Collaborative Democracy Network, a network of interdisciplinary and international scholars collaborating to advance research and teaching in collaborative governance (www.csus.edu/ccp/cdn). David is a former President of the California Chapter of APA and founded the California Planning Roundtable.
 
    David is the author or co-author of numerous articles and book chapters on planning and policy issues, focusing on the use of collaborative methods and strategies to enhance policy outcomes. He teaches collaborative policy courses in the Department of Public Policy and Administration at California State University Sacramento (www.csus.edu/mppa/) where he also developed a unique Certificate in Collaborative Governance program. David received his Master degree in political science from Tulane University and his Master degree in planning from the University of Tennessee.
